Some people who adopt a new cat might have an unspayed/unneutered cat at home already, but there still wouldn't be any more worry about unnecessary litters than before the adoption. Obviously, you aren't talking about the need to advertise spay/neuter services (which are listed for anyone to see on the LA Animal Services website main page), but are angry at this woman for other reasons.
