I tried to cut and paste this emailed letter from PetPAC to whoever, members, supporters. But it only picked up the text. I'm not sure if it is posted on their web site. It appears it is by subscription. This is not good, folks.
Dear ,
The California Legislature is back in session preparing their 2009 agenda. PetPAC is seeking the introduction of a bill in support of No Kill Animal Shelters. This legislation will greatly reduce the number of dogs and cats killed in our animal shelters and defend us from further mandatory spay and neuter legislation like AB1634.
HSUS and PETA are opposing our efforts. While they say they support No Kill Shelters they have been fighting implementation of No Kill Shelter policy. The extremists' agenda of HSUS and PETA includes the elimination of dog and cat clubs, elimination of dogs and cats as pets, and elimination of pet owner rights in California.
Will you please help us fight these extremists before it's too late? We need your financial support to continue the fight. Please donate to PetPAC today.
PetPAC led the fight against these extremists on AB 1634 and we won the political fight! Now we must be prepared to defend ourselves against further attempts to take away the rights of pets and their owners.
Please help PetPAC defend your rights. HSUS and PETA are preparing to strip you of your rights and pets. Stand up and help us today.
Sincerely,Bill HembyChairman

PetPac is a breeder lobby is funded by "responsible" breeders but also by puppy mill breeders.
It is a lobby to oppose laws that breeders don't like, like mandatory spay neuter because breeders don't want to get licensed.
Nathan Winograd No Kill is being promoted by people like this.
The part of Winograd's No Kill that the breeders like is that Winograd opposes animal control laws, opposes licensing, opposes leash laws, opposes anti-cruelty laws, opposes cruelty investigations.
All these breeder lobbies work very hard to oppose laws. They feel they have a friend in Winograd because he will oppose these laws for them.
Meanwhile, Ed Boks and his No Kill (which is no different from Winograd No Kill except that Boks supports laws) has been hurting animals terribly in LA.
http://www.latimes.com/business/careers/work/la-me-animal8-2008oct08,0,4626743.story
The same breeder lobby would NEVER support Boks because Boks supports laws.
But they support Winograd who pushes the exact same No Kill that Ed Boks does?
It doesn't make sense. Well, it does make sense when there is an understanding of the ulterior motives for people pushing Winograd.
Whether it is people trying to get jobs in Winograd's No Kill (the Best Friends people that get sent in to take over) or breeders who just want laws opposed.
Different groups "get" different handouts from Winograd No Kill.
Good for them, Not so good for the animals

AS you can see, much of law enforcement wants nothing to do with Hemby's COPS organization.
Hemby also breeds and shows Russian wolfhounds.
Thanks for getting this up Honesty. I would like to see this blog get back on a good track and maybe this will do it.
If people were understanding of what roles different agencies have then we could utilize what we have in place more effectively.
Lets use cars for an example, shall we say a certain car made in a faraway land is made with nearly slave labor, horrid working conditions, and very little quality control. Now once these hit the shores of the good ol' US of A they are there for the puplic. Who's responsible for the product. Should DMV condemn the factory conditions, should the dealership refuse to sell them because they don't like the things they hear ? If people will get it through their heads the business of AKC is registering...just like DMV.they are not an enforcing agency with power. I am trying to point this into something that can help and I am tired of repeating my self. Interstate transport laws. Crack a few juevos with that one, go for code in buildings, hit it at the bud, go after the counties that don't enforce. I am sticking to NRS down here and they can't get around that
I would disagree with the statement that the AKC is just a registering agency. They have a very strong lobby that fights legislation and that takes them beyond just a registering agency. And as far as enforcement, no they aren't that but they do need to police themselves in my book. They could take a more active role and a more stringent role to eliminate puppy mills but it is too much money for them to lose. I think they are much more than just a registering agency since they also lobby in every state and Washington.
I just saw this and thought you might be interested. These are the kinds of people taking animals from No Kill shelters, especially those who don't screen like Nathan says shelters shouldn't
Some of these people are running "No Kill sanctuaries." Some call themselves rescuers.
Is it any surprise PACCA was handing animals out to people like this?

Here is an AKC board member discussing the failures of AKC at their inspection program, and the problems with their commercial puppy mill business
http://www.caninechronicle.com/Features/Bernardi_08/bernardi_108.html
also http://www.petpacnonsense.com/the-akc.htm "An April 6 World-Herald editorial rightly criticized the abuse of dogs at "puppy mills," but it cast some doubt on the particulars of legislation pending in Congress to address the problem. In reality, the American Kennel Club - which opposes the reforms, perhaps because of the registration fees it secures from puppy-mill operators - has spread gross misinformation about the legislation pending before a House-Senate conference committee."
Also http://saveourdogs.net/documents/petpac.html. "Petpac will represent the dog fancy AKC and other purebred dog fancy..."
AKC sent a letter to the breed clubs urging them to donate to and support PetPac, which many did if you look at their club and news pages
Hear about all the PA puppy mills horrors? Well, the AKC actively lobbied to weaken the anti-puppy mill bill on behalf of the commercial breeders. Here it is in their own words. http://www.akc.org/news/index.cfm?article_id=3628 "The AKC Government Relations Department contacted each Senator in September and urged them to work with stakeholders in the commercial breeding community to address engineering standards, which were of particular concern to breeders in Pennsylvania. In conjunction with the Pennsylvania Federation of Dog Clubs, the AKC also conducted a Lobby Day event, providing all concerned breeders with the tools and strategies necessary to advocate for amendments to the proposal. In addition, AKC facilitated meetings with elected officials in Harrisburg. As a result of the AKC efforts and the organized and effective response of AKC breeder groups, many of the major concerns with the original language were addressed."

Cars? DMV? Quality control?
Inspections are performed on cars and inferior cars weeded out. And the Attorneys General forward charges on inferior autos and makers to the courts.
The US also has strict standards on car manufacture that these companies must follow. There are laws.
The car industry tries to lobby against laws, but laws there are.
Too bad the dog industry doesn't have the same standards.
With regard to AKC inspections, look at post 8 by Kim
http://www.nopuppymills.com/forum/showthread.php?t=54561089
AKC can't clean its own laundry, but they agree with Winograd that shelters and animal control are to blame for all the problems?
Oh yes, we have a problem. With the remains of the humane community plus the AKC and the breeding community, we are gonna lose this fight, folks.
If these people can keep puppy mills open with all the publicity and reports, then we have a problem. If they can fight laws, we have a problem.
I realize the implications of this combining forces, I just hope all of you do too.
I was shocked when I received an email from the "show" breeder of my new puppy. It was sent to 40 of her breeder friends also. It was from PetPac, NAIA & americansportdog. Boy some of them talked of their hatred of the USHS & PETA. My breeder was so caught up in it not caring about puppy mill moms & dads, just worrying about having to get a license & being abit regulated. I always wondered what the AKC was feeding these breeders when any legislation came up. Not any of the above care about these awful puppy mills. I was told "there is not that many of them"! I was told pet stores do not sell AKC puppies. What a lie. Between all of the above & the USDA - oh brother!!

Jeanie, what your breeder isn't telling you is that MOST of AKC's income comes from the puppy mill dogs.
They are in business with Hunte Corporation, the infamous puppy mill broker in Missouri.
Without that puppy mill registration money, your breeder would not have their breed clubs & dog shows, and lobbying for their interests.
AKC is registering a lot of those puppy mill puppies at Petland, and AKC has a microchip program they sell through the puppy mill puppies at Petland. It is called CAR.
Another problem is that many of these show breeders aren't licensed and don't want to be licensed because they aren't reporting their income or paying taxes on it and they should be. So they hate any humane group that wants things like licensing, even if it is just for the puppy mills.
The puppy mills are what provides the money for the show dog world. If it is more difficult for puppy mills to operate, then there won't be as many dog shows and AKC events, and lobbying for sale of dogs.
The AKC actually has a Large Volume Breeder Committee (large volume means puppy mills) that works to arrange the business between the AKC, pet stores like Petland, puppy mill brokers, and puppy mill breeders
(a member of that committee, Patti Strand, is who runs NAIA. More on NAIA http://www.sourcewatch.org/index.php?title=NAIA_Trust and Patti Strand http://www.sourcewatch.org/index.php?title=Patti_Strand Strand is a show breeder and on the board of AKC.)
The AKC is even at the widely criticized puppy mill dog auctions registering puppy mill puppies
"One of main players at the auction was the AKC Representative, whom the auctioneers introduced at the start of the auction the first day, urging folks to see her and “she’d set ya’ll up”, proclaiming that “AKC-registered pups means money in the bank!"
The AKC rep was a woman in her late 60’s who floated around the warehouse with a clipboard, toting a heavy stack of forms and certificates, while grasping a microchip scanner. She always stood near the auction block or the front of the room in plain view. She was one person I never lost site of throughout the event. She would watch for cues from the breeders who would signal her to come “certify” their litters. She would scan dogs for registry numbers, so that puppies could be served papers, AKC papers, that is. People paid her a fee to “legitimatize” dogs to the outside world.
It was amazing how quick the “certification” process was, and another testament to how little energy goes into the AKC brand. It’s essentially a marketing scam that people buy into without thinking twice. Money is the name of the game, and if you have a $20 bill and a purebred dog, your dog basically has his diploma.
After all "Puppies with AKC papers fetch more owners", since "Nine out of ten consumers prefer AKC-registered puppies.” I learned this from an AKC print ad that came out in the August 2007 issue of “The Kennel Spotlight”, a highly popular magazine distributed at dog auctions across the Midwest."
