This one is out in the open now. People are speaking out. And also officials are beginning to realize that they just can't afford to spend the money saving them all and are setting limits on treatment. That probably means more animals will have to be euthanized in those shelters and that will mean they are no longer "No Kill". Isn't happening quick enough for me and probably not for the shelter animals either. Forced to live in a kennel with maybe, if they are lucky, human interaction for 20 minutes a day, is not a good life.

Tompkins County was NOT open door even when Nathan Winograd was running it and claiming that it was!
He has lied even about the only shelter he worked for.
Tompkins County always had a lengthy waiting list for new admissions AND charged high admission fee rates, around $200 for a pit bull or older pet.
So people not only had to wait (which most can't) BUT they also had to come up with $200 to give Nathan, and then Nathan's friends that he replaced himself with!
We all know where most of those poor pets ended up. Dead on the streets, freezing or starving to dead. SLOW KILL, but Nathan ignores those and keeps them off his fake "statistics." People had to just turn them loose. What can they do when the landlord is about to evict them, or they lost their job, or all that? They can't wait! Most don't have all that money to give Nathan and his bum crowd either.
AND we know from an eyewitness that Nathan Winograd turned away a suffering pit bull and said "we don't take dogs like that."
Sad for Nathan, no matter how much his evil greedy mouth lies, the truth always comes out. Just like Mr. Madoff's truths did.
