Want to Foster for PACCA? Hope You Have a Fat Wallet (Philadelphia)
Think twice before volunteering your home for an animal from PACCA/PAWS.
1. They do not do ANY testing what so ever, so the animal you bring into your home could be very sick and you put your resident animals at risk of
sickness also. They do not test for Parvo, heartworm, distemper among other issues. The dog just gets an overall evaluation and then is stuffed in the
back until evaluated by the evaluator who spent 1 week at Bad Rap out in CA.
2. They do not test cats for FIV or FIP among other illnesses that cats can contract being a stray or even an owner surrender.
3. If you do foster an animal from PACCA and it becomes sick in your care, fat chance at PACCA backing up what they say, unless the dog has Kennel Cough and you will be lucky to get meds for that.
How do I know all this, well I dropped almost $2000.00 on 4 of 5 foster dogs living in my home from PACCA. When going to PACCA asking for help
was told nothing could be done, they could not help me out. These where PACCA's animals, and they did not help us out, and there are many other
foster parents going through the same issues. There are many other reputable organizations that stand behind their word, unlike PACCA who feeds on
good hearted people trying to save a life. I was one of those good hearted people, I saw others like me getting crapped on.
Many volunteers at PACCA donate their hard earned money to help others who's foster animals need medical services and are getting nowhere with PACCA/PAWS. A dog that had pneumonia and needed serious medical care was denied the so-called "Lucky Fund" because he did not fit the criteria. Apparently NO sick animal fits the criteria for anything, including the "so-called" Lucky Fund. So a fair warning for unfairly treated foster parents and volunteers who pour their hearts and souls into this shelter and future volunteers and foster parents."

Something needs to be done. The fact that they turned over 70+ dogs to Faithful but Forgotten given what we all knew about her still boggles my
mind. All they care about is the numbers because why else would they turn over so many dogs to a "rescue" who had been banned from pulling from
nearly every other shelter in the area? I blame them, among other things, for the death of that poor white shepherd, who face STILL haunts me.
PAACA has a history of leaving injured animals to suffer and they blame the "Law" for the reason the animals aren't treated. I will never forget
PAACA citing the LAW when a severely beaten white shepherd was left in a kennel run COVERED in blood and in a tremendous amount of
pain as the reason why they weren't providing any medical treatment. Since the dog was brought in as a stray, he had to sit in a run for 48 hours
in case the owner came in?? If that is the law, then that is an issue. I cannot imagine why we'd allow animals in pain and bleeding all over place to sit
and suffer in the event the owner stops in to look around. I would think an owner would be happier to find their dog had been treated then left to sit
and bleed out. This particular dog could have died due to the condition he was in. A volunteer was outraged and alerted rescuers to what was going
on with this poor boy. Luckily the day she stepped forward and let folks know was the day he could be released. Several rescues rallied around and
had this boy transported to a vet for immediate treatment and then taken into a foster home. I have photo's of this poor boy at the vet the day he was
pull, after he was cleaned up ....with a big gaping hole in his head. I know there are others on this email who will remember this situation very clearly
and the dog that I am referring to.

The thing for me that is very hard to understand is rick martrich has been the only agent going out to inspect PACCA..and not once has he cited
them for anything, then he goes with verna north, and they were cited! coincidence? i think not. i do animal rescue and am in contact with numerous rescuers who are appalled with this facility. at any given time you can walk in there and see sick, and often dying animals..something is very wrong
here.

I was looking at PACCA's last inspection report (January 2008) and I couldn't help but notice that Rick Martrich states that PACCA "Sold/Boarded/Adopted" 1728 in the prev 12 months. And yet PACCA/PAWS claims that they accepted approximately 30,000 animals last year.
Making allowances for cats and other animals, the figures are off by about 27,000 animals, or 90% of the animals they claim to help.
Why didn't Rich Martrich inspected all their records? Or didn't PACCA have records to inspect? If they didn't, then they should be cited.

Wardens inspecting our kennel have always been extremely thorough as far as examining our records of incoming and outgoing dogs. On one of
PACCA's inspections, Warden Martrich put "0" in the box. xxxxxxxx must have two years of complete records for the wardens to examine.
I insist that you ask PACCA for two years of complete records reflecting the number of dogs they claim to have helped. It is not fair that we
must keep accurate records and they do not.
I'm also wondering why PACCA has never received a 72 vet check considering the number of sick and half-dead animals we have pulled from this
facility. We are to receive a Yorkie/Poodle Mix from PACCA tomorrow with pneumonia, left untreated for nine days.
I trust two wardens are now inspecting this shelter as required by the Bureau's new policy. Who accompanied Rich Martrich on his January 2008 inspection?
Please consider this a formal complaint and treat it with urgency and confidentiality.

According to the latest state inspection report (available on the PDA's web site), PACCA "moved" slightly more than 1700 dogs in the past twelve
months. It is right there on their inspection report of January 2008. Approximately 1700 dogs. This includes all the dogs taken in by PACCA,
euthanized, picked up by PSPCA and other rescues, picked up as strays, returned to owners, dogs that died while in their care, adopted, etc.
All of the dogs the licensed kennel "Adopts, Sells, Boards, etc" This information must be accurate. This is a state inspection.
PACCA claims to have taken in over 30,000 animals in 2008. Let's say some of those animals were cats that do not have to be mentioned on state inspection reports, this is still a shocking number of animals unaccounted for. Either the warden for Dog Law (Supervisor Rick Martrich) made a gross
error and didn't review all of their files, or PACCA didn't have the files to review. Which is against the law. Every licensed kennel in PA must keep
complete records of every dog that comes through their doors.
I would suggest your reporter contact Jessie Smith (Special Deputy to the Bureau of Dog Law) and ask her why one of her supervisors did not review PACCA's complete records. Because maybe they don't exist??? Again, this is illegal.
If you take the number of total dogs they handled in 2008 (right there on their January 2008 inspection report) and add the same number of cats
(wouldn't be on the report), 90% of their animals are not accounted for. They certainly cannot claim to handle 30,000 then tell the state it is 1700. Something is terribly wrong here."

Looking to make a quick buck, PACCA whom is so desperate to get dogs out the doors, sends home unaltered animals to foster.
Don't think it happens, think again!
PACCA part of the solution or part of the problem?
You think they keep track of all the dogs (especially Pit Bulls) that come in & out of PACCA, nope!
Think about it.
*Note to PACCA alter your animals before sending them into foster homes, they are going to be adopted anyways.*
Imagine how many dogs leave PACCA into foster homes UNALTERED, people lie and they know that PACCA will not check out their home
(although volunteers have offered their time, time and time over again to do so, they get ignored).
PACCA is setting these dogs up to fail... I bet if someone looked deep enough into this matter they would find many records (if there are any)
leaving into foster and never returning for a spay or neuter surgery.
PACCA is a great place for the potential back yard breeder to find their next money maker.
Don't be so naive to think everyone is honest, caring, animal loving people!
Just think that pretty little Pit Bull that just went into foster care, could be in a cold, dark, damp basement pumping litter after litter of puppies out for
that sweet loving couple that came in to save a life!
Looks are deceiving and when you are not part of the solution, PACCA you are part of the problem.
How do I know this? I witnessed it volunteering at the shelter first hand, and when I brought it to Employee G's attention, I got ignored...And then I
went to someone else, who stated not to worry about it.

Stop sending animals home with people who already have 15 or more animals in their home, (cross-contamination people!)

Staffers/volunteers in the lobby were told not to take in any more animals. She said a dog was brought in and the desk to her that PACCA was full!
The person said people in the neighborhood were throwing stones at the dog - who was obviously homeless - but they still wouldn't take him.
Some of the rooms where they house the cats were 90 degrees - or more - over the weekend and that several were dying due to being sick and in
the heat.
There's no basic equipment!! Staff members bring in their own dust pans to clean because PACCA won't buy them.
She told Employee G about it but he just nodded and walked away."
Boy, Anon, you should be writing this blog. These complaints are typical of the Whino's program. The problem is getting them in writing and the people standing behind them to the officials. Thanks for all this, we can use it in our fight. This stuff just doesn't sit on this blog, believe me, it is used. This blog is just a means to keep track of it.

I was at PACCA on Sunday of the weekend they had the first $1 cat/kitten sale because there was also a spay/neuter clinic for feral trapped cats
that day that was done by a group of feral cat trappers and volunteer vets and techs.
We (cat trappers and volunteers) were in the big area of Vector Control at PACCA when we heard a soft meowing sound coming from behind
some air conditioning equipment and duct work. We discovered a small long-haired black kitten back there, just out of reach, meowing. We
managed to extricate the kitten. There were no signs posted about a cat or kitten loose or lost, no traps set, no information at all to indicate that any
of the shelter people knew the kitten was there, afraid, with no food or water. He had no shelter identification on him. I put him in a carrier and put
him in line to be neutered and vaccinated with my trapped cats as a stray I found.
In the afternoon we were recovering our cats from surgery-taking temperatures, checking breathing and incisions, cleaning ears, and treating for fleas. Someone came out of the surgery and into the space we were using and handed me a small kitten wrapped in a towel. She was about 8 weeks old
and had just been spayed. Her fur was wet and she was crawling with fleas, which were easily visible on her white fur-they were crawling into the unconscious kitten's eyes and ears and mouth and all over her fur.
I wrapped her in a dry towel and spent the next hour or more removing fleas with tweezers until she was clean and dry. Again, there was no shelter identification on her, no documentation as to her surgery, nothing. I assume she was a shelter kitten who was delivered to our recovery area by
mistake since PACCA did no "recovery" care on the shelter kittens they were neutering. Since there was nothing to identify her as a shelter kitten,
I took her home with me along with the black kitten. They were both adopted into loving homes that had good vet and personal references.
I took them because I thought they had a better chance of going to good homes under my care than if I left them at the shelter, especially during the
$1 adoption days, where screening potential adopters was non-existent. I suppose I still owe PACCA $1 or $2.

"In April 2006, I saw a PACCA cat on Petfinder. She was listed as a "senior" cat-older cats are unfortunately the hardest cats to place because
everyone loves a cuddly kitten. I e-mailed the PACCA adoptions e-mail (adoptions@pacca.us) that was in use at the time. I e-mailed several times,
saying I wanted to adopt the cat. I never received a reply. On that Friday, I left work and went directly to the shelter to adopt her immediately.
After much searching and delay, an animal control officer came out to the waiting room and told me the cat had been euthanized 'because of illness.'
I left the shelter grieving. If they had answered my e-mail I could have taken her out of there before she became ill, if in fact she had truly been ill and euthanized for that reason.
In the middle of the next week, I received a phone call from PACCA in response to my e-mails. The PACCA person who called me told me that the
cat I wanted had been adopted. Adopted, posthumously??
I only ever knew her as ID#054175, posted 3/31/06 by JT; I never learned her name. I still have the Petfinder print-out with her photo and ID# on it because you never forget the ones that slip through your fingers and are lost."

Anon, you know how the city's audit found the record keeping was non existant. Dogs being euthanized as bite cases and people had to receive rabies treatments. As important as that is and they couldn't get it right, one can only imagine the rest of the story.

In addition to what I state below I can tell you the following: I was at PACCA on the first day of the dollar kitten sales because I would routinely
take kittens and/or moms & babies out for several different rescue groups. When I called the rescues and told them about the "sales" I was asked to
get out what I could.
I saw students (I don't know what year) doing neuters on the male kittens in the room that held mom cats & their litters. It was not a surgical room,
nor was it clean. After surgery the kittens were being laid on the tops of carriers. Some had towels under them and some did not. Many were
crawling with fleas. Some had obvious ear mites. I doubt very much if any new owner was told about their health conditions. And I doubt that
PACCA treated them. I was also told later, by another rescue person, that she found one of the little boys in a cage, dead. Apparently no one
checked on the kittens that were spayed or neutered that day. The kitten had obviously been dead for awhile, according to my friend.

4-5 weeks old. The ones that could cry were crying loudly - they had no food. They were soaking wet and they smelled like garbage. I asked a
woman who worked there why they were wet and she said "they were hosed down". When I asked why she said "because they stink!". I told her
I would take them. The second litter got my attention because I noticed one of the kittens looked worse then her littermates. Then I saw her dragging
one of her legs (it turned out that the rescue that took her treated her for a broken leg).
None of these kittens had any vet care. I know - I asked.
Some cages had some type of dry food and some did not. I presume it was adult cat food because Tara told me PACCA was out of kitten food.

As a follow up - the little male kitten with the birth defect, mentioned below, was neutered by a tech or a student. He was in the same room
as the other little males being neutered - by students. The tech on duty told me of the birth defect but said she decided "she should neuter him anyway".
He was still unconscious when I took him and I had over an hour drive to deliver all the kittens. I stopped several times to check on all the kittens
that were not awake. The kitten with the birth defect was having trouble breathing and before I even arrived at the rescue's vet hospital I had taken
him out of the carrier & was holding him in a towel on my lap while I drove. He needed help & I couldn't help him - and I was crying the whole way.
When I arrived at the hospital they immediately put him into oxygen but nothing could be done.
As for the little flea infested female, also mentioned below, she died too. The vet hospital tried everything to save her and she had excellent
care & food for a few days but she was just too emaciated to survive. Without immediate vet care when she arrived at PACCA what chance
did she have? NONE.
PACCA and Tara (my note Derby or sometimes written as Darby, Winograd's hand picked, personal crony to run this shelter) were far too concerned with selling these babies then even giving them the bare minimum of vet care or even food.
These are only a few of the horror stories."

"When I looked into the cages in the holding area two litters got my attention immediately. One was a litter of 6 or 7, mostly calico. They were about
4-5 weeks old. The ones that could cry were crying loudly - they had no food. They were soaking wet and they smelled like garbage. I asked a
woman who worked there why they were wet and she said "they were hosed down". When I asked why she said "because they stink!". I told her
I would take them. The second litter got my attention because I noticed one of the kittens looked worse then her littermates. Then I saw her dragging
one of her legs (it turned out that the rescue that took her treated her for a broken leg).
None of these kittens had any vet care. I know - I asked.
Some cages had some type of dry food and some did not. I presume it was adult cat food because Tara told me PACCA was out of kitten food.

More on Winograd's PACCA when he and his cronies ran that in Philadelphia. Winograd and cronies release animals to KNOWN HOARDERS, even though they are warned ahead of time.

PACCA prefers to deal with state-registered 501(c)3 nonprofits, but will release animals to any valid rescuer after checking with a veterinarian to
ensure that the rescuer has a good reputation for keeping the animals healthy, safe and current on shots.
One horrible case cited by critics as proof of PACCA's rush to get animals out of the shelter at all costs was the transfer of 76 PACCA dogs to the
Faithful But Forgotten Friends shelter in western Pennsylvania. When that shelter was raided last October, 215 dogs were seized, many of them
emaciated or diseased. The shelter operator was charged with animal cruelty.
Derby says the person who released dogs to Forgotten Friends was let go."
Anon, as I read these comments, I do so with a heavy heart. I can believe them all too easily. All the Whinonettes care about is pushing them out the door. Not once have I seen anything from his followers that says they truly care about animals, just about their own egos. Winograd is all about ego, a short, chubby man who was probably rejected by all the kids at school. So he has launched his program in such a way as to get back at his bullies by hurting and killing their pets.
There is a story that when you die and you are knocking on the gates of heaven, God makes you go through all the animals that you have come in contact with while living. He allows them to make the decision as to whether you can pass thru the pearly gates. Winograd doesn't stand a chance and that makes me feel good about dying because I know that I won't have to see him there. He'll be torn to shreds by all those animals he has harmed with his murdering program. The Devil has his number for sure.
How the Winograd No Kill Scam got sold to Philadelphia, complete with Winograd's LIES about Tompkins County, San Francisco, and heavy sales pressure. And Winograd then took Pacca animals down the road to hell! He's pointing the finger at anyone? (Remember the pit bull with mange he TURNED AWAY at Tompkins County? But see how this guy lies, and if the gullible don't research his lies, they get scammed.)

Anon, I listened to that speech at Rancho Cucamonga. I also spoke at that fiasco calling him on these lies concerning his deficit, etc. That's why he hates me so much. He never once responded to what I had to say. The City Council did ask him about the deficit rather than the surplus he claims and he explained it away, in essence admitting to it and to the fact that he was lying about it. As far as I know I am the only person who has confronted him in front of a room of his Whinonettes. I'm surprised that the police weren't called, I let people know that I was there for sure. Not one of his Whinonettes tried to stop me and I was ranting throughout his entire speech. Being the coward he is, he didn't address me at all. We need more people to confront him publically except that then they risk groups like the ADL-LA coming down on them. And one of the leaders of ALF/ADL-LA has testified before Congress that it is okay to kill people over animals, so I guess people are too scared to confront him. I was threatened physically at my front door. I'm not afraid of them but they threatened to burn my home with my pets in it. I was scared for my pets, not for me. I ran, yes to keep them safe but I never stopped fighting. And with that fighting, Doug Rae was fired. Barnette got the hell outta Seattle. And I can assure you that I will get Barnette outta LA before it is over. Next stop is Austin.
And lest anyone think that Nathan Winograd did not set up the PACCA situation with his people that went on to commit horrific acts of abuse implementing Winograd No Kill and its abuse, well HE DID.

THEN THEY KILLED, AND KILLED IN TERRIBLE WAYS! Winograd's people committed terrible abuses and neglect. But he is attacking volunteers and rescues, shelters workers and animal control?
This is the KNOWN HOARDER with a KNOWN HISTORY that Winograd's PACCA gave dogs to even after being warned, knowing the poor record and issues about these people and this place. Volunteers and rescue groups begged Winograd's cronies not to send dogs there! But they dumped PACCA dogs there anyway so they could lie and claim these dogs were "adopted," just to make the statistics look good.

The owners of an animal-rescue shelter in Fayette County said they will close the shelter after state agents removed more than 200 dogs from their Luzerne residence.
"We're closing the kennel," said Rollin Barber, who operates Faithful but Forgotten Friends and Best Buddies in the village of Hibbs with his wife, Paula.
State humane agents said animal cruelty charges will be filed.
"On a cruelty scale of one to 10, this is a 10," said humane officer Reba McDonald of the Pennsylvania Society for the Prevention of Cruelty to Animals. "The kennels were in poor condition. In some cases, there were 10 to 12 dogs in one pen. The dogs were very thin and some were suffering from mange or dermatitis. Others were showing signs of aggression.
"There definitely was a lack of care," she said. "There definitely was a lack of sanitary conditions. There definitely were skin problems. There definitely were malnourishment problems. It was just out of control. "
The animals are being evaluated by veterinarians at society shelters in Clarion County, Centre Hall and Philadelphia.
Barber said humane agents and officials of the state Department of Agriculture arrived Thursday with a search warrant "filled with all sorts of probable cause." Barber said they voluntarily surrendered the animals, which were placed into horse trailers.
"We embraced the search warrant," Barber said. "They were not seized. We turned them over voluntarily. We wanted to close the kennel."
Barber said his wife and stepdaughter are ill, and he is 75 and can no longer care for the animals. He said veterinary bills cost them $25,000 a year.
"We simply couldn't do the work," Barber said.

If you notice, he did away with the old blog of his where he bragged on Darby. He's tried to disassociate himself with her once he realized that the PSPCA was going to file charges and the truth would be coming out. He's such a coward.
Now they have Sue Crosby over the PSPCA and she is running it into the ground.

But his PACCA still dumped dogs there to make his "statistics" for his No Kill scam look good, so he could then go sell himself other places, as he is now. "A lot of them were puppies," Barber said, because people often abandon pregnant dogs at the shelter.
The other 35 animals Barber described as family pets and old dogs.
He denied that the dogs were mistreated or neglected.
Barber said muddy conditions in the kennels were caused by recent rain. He admitted some dogs did have skin ailments because they came to the shelter in that condition.
"These were rescued dogs. It takes awhile to straighten them out," he said.
Barber, who has been embroiled in a zoning dispute during the past several years over his kennel and shelter, said neighbors have complained about the operation.

"The Barbers applied for a special zoning exception in 2005 and 2006 to operate the shelter, but Fayette County Zoning Hearing Board denied those requests. They admitted last year at a zoning hearing that they operated the shelter for several years without a license.
The shelter's Web site claimed it was state-licensed and operated foster homes in West Virginia, Virginia, New Jersey and Maryland.
Barber teaches sociology at California University of Pennsylvania. His wife, Paula, 46, is a former attorney, who was suspended for two years in 2004 for professional negligence, according to records of the Disciplinary Board of the state Supreme Court.
Paula, who practiced law under the name of Paula Lappe, accepted retainers from two clients, did little or no work on their cases, and then abandoned her practice, according to the records. She failed to respond to the charges against her, didn't show up for a disciplinary hearing and failed to comply with a subpoena for her financial records."
I have published the news article on this site where George Bengal of the PSPCA said that hoarding has gone from one or two A YEAR to over one or two A MONTH since 05 when the Whino's program was installed with PACCA. It's pretty obvious I would say.
